La presente directiva tiene como finalidad establecer las disposiciones regionales para garantizar el retorno seguro, flexible, gradual y voluntario a las instituciones educativas y programas educativos públicos y privados de la Educación Básica de los ámbitos rurales y urbanos en el marco de la emergencia educativa y sanitaria de la COVID-19.
